Police arrested and recommend charges against a Pullman resident who struck a pedestrian before fleeing the scene early New Year’s Day.

Police arrested 25-year-old Alexander Welch around 2 a.m for driving with his lights off. Welch had earlier fled the scene of a hit-and-run after he struck a 53-year-old man in the Jack in the Box parking lot on Stadium Way, Pullman Police Sgt. Dan Dornes said.

Welch failed a field sobriety test and officers arrested him for driving under the influence and hit-and-run. The victim sustained injuries, but police could not confirm if he was transported to hospital, Dornes said.

Pullman Police will recommend charging Welch with a count of DUI and a count of hit-and-run with personal injury, he said.
