The Pullman Police Department arrested a Pullman man on domestic violence assault charges Friday night after a downtown incident in which he climbed onto rooftops and threatened to jump, prompting street to close.
Police said officers responded around 11:30 a.m. Friday to a report of alleged domestic violence incidents from the previous evening. An investigation established probable cause to arrest Chester B. Smith Jr., 46, on suspicion of second-degree assault, domestic violence, and fourth-degree assault, domestic violence.
Officers believe Smith had left the area until shortly before 7 p.m., when they saw him climbing out a window of his residence onto the rooftops of downtown businesses.
Police told The Daily Evergreen that Smith was informed he was under arrest but refused to cooperate for an extended period. He also threatened to kill himself by jumping from a rooftop toward Grand Avenue, rather than go to jail.
Officers and other first responders from multiple agencies blocked vehicle and pedestrian access to the 100 block of North Grand Avenue during the incident.
After continued dialogue and de-escalation efforts, Smith surrendered outside the front door of his residence and was arrested without injury around 8:43 p.m. He was transported to the Whitman County Jail.
