Flood advisory in effect
Residents of Whitman, Latah counties should watch for dangerous conditions

The U.S. National Weather Service in Spokane issued a flood advisory for Whitman and Latah counties at 1:47 p.m. on Thursday.
The advisory will be in effect until 1:45 p.m. on Friday, according to the advisory.
Recent rain and snowmelt caused rivers and creeks to rise. Around one inch of rain has fallen across the Washington portion of the advisory area, according to the advisory.
People are advised to “stay away or be swept away” as river banks can become dangerous during flood conditions, according to the advisory. The Weather Service advises drivers not to attempt to cross flooded roads and find a different route instead.

Right now I a looking at a document from the Washington State Department of Labor and Industries “Citation and Notice of Assessment, Inspection: 317954480”. This document is available at city hall.
An answer to my simple question “have our first responders received swift water training” was not available there. However a chance meeting with a city council member netted an answer in two seconds. They have not yet received that training. Apparently a person in the state of Washington is not available at this time.
Perhaps we need to look nation wide?
