Power lines were down on Orchard Drive and the road was closed after a hit-and-run collision caused by a driver under the influence early Saturday morning.

When police arrived they located a crushed vehicle and discovered that the driver had left the scene. There was a power outage and the roads were closed for several hours. The power line was repaired and the roadway opened back up within 24 hours of the incident, police said. 

WSU student Swadheen S. Bhowal turned himself in several hours after the incident. He was arrested for DUI, hit and run, and reckless driving, Pullman police said. 

Bhowal was released from police custody and appeared in Whitman County Court on Monday.
